Biographical Background Information
My background includes a 31-year career in the RCMP, serving in remote northern communities; working as an investigator and program manager in the area of economic crime; and as a senior police administrator, retiring in Whitehorse as the criminal operations superintendent.
In 1997 I was appointed Yukon Ombudsman and Information & Privacy Commissioner, and served two 5-year terms. As Ombudsman I received and investigated complaints from the public about their dealings with the Yukon Government, and made recommendations to resolve disputes. As Information & Privacy Commissioner, I reviewed decisions of the Yukon government under the Access to Information and Protection of Privacy Act. Disputes were settled through mediation or through a review/inquiry process.
Since the expiration of my second 5-year term in April, 2007, I have set up a small private practice for mediation, and consultation in the area of conflict resolution, fair administrative practices, privacy protection, and openness/accountability for both public and private sector organizations.
I would describe my mediation style as open and relaxed, maximizing the opportunity for parties to explore each others interests, and to seek the best options for settlement. My role as a mediator and facilitator is to identify and address any power imbalances so there is an equal opportunity for each of the parties to be heard and understood. I also place a great deal of importance in explaining the mediation process at the outset, so the parties are well-prepared to work through an interest-based medation session.
